Recent versions of tcpdump can decode AHCP. If you use it to see what happens on wire (-vv for more verbose decoding), the first client would likely go through the complete Discover-Offer-Request-Ack sequence. To understand the problem it may help to check how the second client's AHCP exchange is different from the first.
