Yeah, perhaps fq_codel is not tolerant enough of bursts of packets.  But
I think we should work around that on the application side -- babeld
shouldn't be sending updates as a burst in the first place, it should be
pacing the updates so that fq_codel doesn't shoot them down.

I've got a plan, but no time to work on it.  (I've got some funding,
though, so if anyone is interested in a poorly paid job in French
Academia, please get in touch.)
