[Debian-zh-dev] Some changes on mailing list setting

Hi everyone,

I have made two changes on the settings of mailing list: (1) Set the
list to subscriber-only; (2) Change the prefix of Email subject from the
old [Chinese-developers] to [Debian-zh-dev].

If you have any objections or advices, please let me know.
