Yes, that is apparently a cdebconf bug, I documented it a while ago in
#328498, though perhaps it should have its own bug report.
I don't see splitting a package out of debconf to deal with these issues
as a very good way forward. #328498 tracks the transition to cdebconf,
and we're really quite close, only a few inompatabilities and bugs need
to be fixed before a version of cdebconf could be uploaded that
conflicts with debconf and works without DEBCONF_USE_CDEBCONF being set.
