Looking at it some more, dpkg-preconfigure needs to re-open stdin, and
the problem occurs when it cannot. Unsetting need_tty will just
make the tty frontend fail to be able to prompt later.

The best check would be some sort of a test in the frontend to see if
stdin was available.
