[Debconf-devel] Bug#492368: debconf-i18n: Encoding problems with German man pages

The German man pages have several encoding errors (at least in a ppc and 
x86 sid changeroot). They seem to be coming from the addendum. Note
that I for some reason do not have umlauts in my chroots (don't ask me
why), but man happily resolves them to the proper alternative (e.g. ä
-> ae). 

Example for the error:
LANG=de_DE.UTF-8 man debconf

In the first line, the transcription is right (könnten -> koennten), but 
below "AUTOR" note that suddenly strange transliterations occur: Ü and
ü become A~X.

Another example is debconf-communicate.

If this is the same as #485756 (which I am not sure) please merge.
