That's not the complete version number, I guess.
You got no question because your debconf priority is probably set to
"critical".

*that* is completely anormal. geneweb always had more than one
question and using "-plow" enforces all of them to be asked.

That sounds like wrong UTF-8 encoding handling on the system.
