libqtgui4-perl is necessary to build Ui_DebconfWizard.pm from the
WizardUi.ui file. That it fails to FTBFS, and generates an empty
Ui_DebconfWizard.pm is probably unintentional, a hack discards the
failure from puic4 not running. If debconf is built without
libqtgui4-perl it will not have a functional kde frontend.

Wouldn't it also be a problem that debconf would again not have a kde
