Hi Ole,

I added a d/copyright entry for m4/m4_ax_create_pkgconfig_info.m4, which is copied from the Autoconf Macro Archive.

The other autoconf stuff (ltmain.sh, install-sh, etc.) is automatically generated by autotools by bootstrapping the project when running 'autoreconf -i'. I looked at a handful of my other favorite autotooled packages (e.g. gstreamer) and it did not seem to be common practice to add d/copyright files for them.
