[Debian-astro-maintainers] New package: libsharp, dependency of healpix-cxx

Hi Leo,

I can create the upload directly from salsa, no need for mentors.d.n. I
have however a few small requests:

* the autoconf stuff has some copyright owners that are no mentioned in
d/copyright (FSF, Guido U. Draheim and others). Can you complete this?

* also, pocketfft is licensed under BSD-3-Clause, not GPL

* Can you add a "pristine-tar" branch to the repository?

* The current Standards-Version is 4.4.1, not 4.3.0

* The short description of libsharp0 should not say "development
library", since the development part is in the -dev package
