It is not in the distribution tarball. It's only in the repository.
The goal of this is to help end-users create their packages until we get 
into the distro.

Yes, it is still the case but we have a nomenclature for that.

OK, that makes a lot of sense. My concern is that we now have a working 
debian package so you might be interested in reusing some of it.

If yours is better, then we'll copy yours back once it's finished.

Also, we now have man pages for the binaries so you should probably use 
those.
