I had discussed this with Kelson (Emmanuel) long time back and told
him reason why *debian* folder should not be placed in tar ball
provided for download and he had agreed to exclude it from tar ball (I
remember he did it through Makefile). Additionally when I first
started packaging kiwix I had seen through debian folder which was
used that time to provide .deb as ppa for Ubuntu. I saw many mistakes
in the *debian* folder and it was not up to Debian policy so I took
only few stuffs from upstream's debian folder and rest of the stuff I
created my self making the current *debian* folder on Alioth's git
compatible with Debian policy.
