[Debian-ha-maintainers] Transition for OpenHPI package

Some additional information:

I asked on #debian-release and got "educated".  I see that these sorts
of things are supposed to be scheduled months in advance.  :-(

With only one dependency, it seems possible that your team might be able
to coordinate it as an NMU of OpenHPI.  But if OpenHPI needs to go
through the new queue, then it might be out of our hands.

The main developer of upstream pointed out that 2.17 has the same soname
as the current 2.14, so it might be possible to package that instead,
and have it be part of the next release without this transition.
However, I believe that there are lots of structural openhpi changes so
a last-minute upload of openhpi 2.17 may not be good for your package.

Again, any guidance is appreciated.  If I hear nothing, I'll just upload
a 3.0.0 to experimental and will likely do nothing for the upcoming
Debian release.
