well. in order to get more people to test the packages uploading them sooner
then later would help..
and then again: people who are in need of "high-availabilty" are rather
conservative in what they want to install and might be reluctant to include
the general jessie-backports and then accidentally pulling in some things
that are not well tested and/or not beeing kept up to date with security
patches..
so from this point of view: having a dedicated jessie-ha repository where
nothing else goes in and the packages there are treated the same way that
regular jessie packages are (no upgrades except for security patching - once
we are happy with them).
