[Debian-ha-maintainers] libqb is ready

Hi all,

I updated it: https://mentors.debian.net/package/libqb


Please let me know your feedback.  Also, I put package repository at
github.com/debian-ha/libqb

This is only temporary until my ssh access works on alioth git..then I
will help start us off with separate package repositories by creating
the first separate project repo on Alioth/debian-ha for libqb. [1]

I also set the scm type to git for us.
