It should be reported and fixed yes, which I will let upstream know
packing a stale .tarball-version file would work wonders for some.

However, I also believe using git-buildpackage might also avoid that,
though I have yet to do the full build process using git-buildpackage in
order to test it - because if I run into issues building using that
method it could take me some time to fix it and get it building
properly.

By the next upstream release, I should have that ready - and therefore I
won't have to bother with the .tarball-version file if I am correct, as
the git-buildpackage method will actually contain (though ignore)
the .git repository.

Yet if a future maintainer comes off of that method, then they'd
probably like the additional documentation spelling that out.

With all that said, is there really that big of a complication by adding
that single file? Even if it is not there it does not break the build ->
just renders .pc file useless -> all we had to do was drop a file with
like 10 characters in it, prior to compressing the extracted release
tarball into *.orig.tar.gz

With no .git directory in the release tarball, they must have known when
packing it that the end user would need a stale file - and if its the
fact that its missing that's causing the unwarranted behavior, I'd say
that's an issue with source.

However, I do get your point.
