Pacemaker can be used with out any CLI ever (including CMAN); if you
would like an optional CLI - CRMSH or PCS are very popular.

CRMSH is the standard, PCS is the latest runner up and quickly growing
in popularity.  Both are available from ppa.mmogp.com.

CMAN is deprecated - has been for years.  You could ping #clusterlabs
on freenode for more information about all of the above.
