[Debian-ha-maintainers] Bug#1014053: sbd: manpage in bionic should replace /etc/sysconfig/sbd with /etc/default/sbd

Dear Maintainer,

The documentation for Ubuntu 18.04 says that the location of the sbd config file is in /etc/sysconfig/sbd
but it should be /etc/default/sbd. It may mislead users who are reading the documentation.
