[Debian-ha-maintainers] Bug#1014053: sbd: manpage in bionic should replace /etc/sysconfig/sbd with /etc/default/sbd

Dear Maintainer,

Sorry, I verified that this also affects Debian but I didn't mention this.

I think that users want to read clear and obvious documentation, that's why
it should be fixed, especially as it will be a harmless change.
