OK, I understand.
It looks that ISBN agency will check the description for ISBN application
but ISBN agency doesn't understand Japanese.
That is why Japanese character is prohibited to be used.
That might be about it.

After all, which way will you take?
using English description for Japanese book?
or using "Romalized" Japanese description for Japanese book?

I think, book description for Publishing Wizard is just a
supplemental information for ISBN agency after all.
It would be enough to use English description for Japanese book.
That is my opinion.

Is that true? It is strange.
I can't find description part in the shopping page of
both Japanese[1] and English[2] interfaces,

Author and/or publisher are allowed to upload comments[3].
It would help you to send Japanese description.
