[Debian-handbook-translators] ERROR: failed to build HTML output for sv-SE

Dear all,

File upload using Welate interface seems to overwrite everything in the file:
build error fixes by someone are overridden by another person's upload [1, 2].

1. Solving confliction by uploader just before upload is only solution for such case?
2. People can review and solve confliction on his upload using Weblate
   before applying his upload to current translation?
