Thanks for suggestion.
Technically, conflict detection for each msgid and fuzzy tag addition is possible.

But my concern is that
if Weblate just overwrites current file by uploaded file,
all of modifications (not only build error fix but also translation)
in a certain time period may be overwritten.

I wish if Weblate gave a warning or a merge interface to uploader
when confliction are detected during upload.
