[Debian-in-workers] D-I Tamil Translation

Hi,

I am interested in starting Tamil Translation of D-I.
(Already sent a mail to DebianIndia@ group). Couple of
my friends will also be joining, I hope.

I have started to go through the
http://people.debian.org/~bubulle/d-i/i18n-doc/

Does this require Debian to be installed in the
system? As of now I dont have Debian installed in the
system.
