Links from the page http://www.debian.org/international/l10n/po/ :
The following language codes should be investigated:
* CSB, KAB, TLH -> they link to csb, kab and tlh respectively. Why do
these upper case entries exist?
* af_ZA -> no .po files present, only one country for 'af'
* ar_AR -> no .po files present, bogus language/country code combination
* az_IR -> no .po files present, locale doesn't exist
* bem -> no .po files present, locale doesn't exist
* bi -> no .po files present, locale doesn't exist
* bs_BS -> no .po files present, bogus language/country code combination
* co -> no .po files present, locale doesn't exist
* es_LA -> no .po files present, bogus language/country code combination
* fa_AF -> no .po files present, locale doesn't exist
* jv_ID -> no .po files present, locale doesn't exist, only one
country for 'jv'
* lb -> no .po files present, locale doesn't exist
* mal -> no .po files present, locale doesn't exist
* ml_ML -> no .po files present, locale doesn't exist
* mus -> no .po files present, locale doesn't exist
* my_MM -> no .po files present, only one country for 'my'
* new -> parsing bug, 'installation-guide' stores .po files in a
non-standard directory tree
* si_LK -> no .po files present, only one country for 'si'
* si_SL -> no .po files present, bogus language/country code combination
* sl_SL -> no .po files present, bogus language/country code combination
* sq_AL -> no .po files present, only one country for 'sq'
* sr_SR -> no .po files present, bogus language/country code combination
* su_ID -> no .po files present, locale doesn't exist
* to -> parsing bug, 'squirrelmail-locales' stores .po files in a
non-standard directory tree
* ug_CN -> no .po files present, only one country for 'ug'
* vi_AR -> no .po files present, bogus language/country code combination
* vi_PL -> no .po files present, bogus language/country code combination
Cheers
