[Debian-l10n-devel] Bug#1099523: dl10n: Install documentation missing infos about dependencies

Dear Maintainers,
after installing the package "dl10n-check" gives error messages that are unable
to solve for users who are not familiar with the dl10n ecosystem and Perl. The
reasons that that this is not described in the documentation (README) or in the
source code itself as in-code comments.

Please improve the documentation to prevent cases like this.

This bug report is not about solving my error in my situation. The bug is about
improving the documentation to prevent situations like this. It shouldn't be
the case that users of this package need to learn Perl before being able to use
it.
