[Debian-l10n-devel] Status of package "dl10n"

Hello,
I am an upstream maintainer. While investigating an issue I come accross 
the "dl10n" package.

I am asking not to blame but just to learn how Debian things work.

The last upload is 4 years ago. There are sevarl minor bugs that could 
be solved with minimal effort. But there is no activity.

That package seems to be essential to Debian but also looks MIA.

So, what is about that package?
