Avoid redundant tests/missing.bed

Changes not staged for commit:
 (use "git add/rm <file>..." to update what will be committed)
 (use "git restore <file>..." to discard changes in working directory)
       deleted:    tests/missing.bed

This somehow gets removed during build.
