Fix d-shlibs package names and libsdsl dev dependency

d-shlibmove derives libgcsa2-1 from the SONAME and libgcsa2-dev from the
library name, so rename the binary packages accordingly.  libsdsl's
development package is unversioned, so map the inferred libsdsl4-dev
dependency to libsdsl-dev via --override.
