+Description: Fix FTBFS with make --shuffle=reverse
+ The Python API documentation target (docs/CMakeLists.txt) runs
+ pythondocpreprocessor.py on src/bindings/python/libsbml-doxygen.py.
+ That file is generated by the Python SWIG binding custom command, but
+ it was neither declared as an OUTPUT of that custom command nor as a
+ DEPENDS of the docs custom command.  As a result, with
+ "make --shuffle=reverse" the docs target could run before the file was
+ generated, causing FileNotFoundError and a build failure.
+ Declare the file as an explicit dependency so make always builds it
+ first.
