Fix GTK3 rendering: use draw signal instead of expose-event

Convert the obsolete GTK2 expose-event signal handlers to the GTK3 draw
signal so windows are actually redrawn (previously the blixem/dotter
autopkgtests hung on export).

Reformat the Last-Update date as ISO YYYY-MM-DD.
