Definitely not.

Yes.  I'd recomment checing the list archive of this list for postings
from Misha Koshelev regarding OpenMRS packaging which is also using
Tomcat.  Misha has done a really good job in adapting OpenMRS to
Debian policy (even if it is not finished yet).

Asking the user should be avoided at all if possible and everything
which can be automated should be done automatically.
