[Debian-med-packaging] Please use upstream-metadata.yaml (Was: r7198 - trunk/packages/circos/trunk/debian)

Hi,
if you want to express that people should refer to some publication
please use the upstream-metadata.yaml file[1]. You will find several
examples for this file in our SVN which might serve as a better template
for this specific purpose than the Wiki doc.
BTW, it seems you are patching here the upstream README. Wouldn't it be
better to just add some missing pieces of information in a
README.Debian?
