[Debian-med-packaging] Please use upstream-metadata.yaml (Was: r7198 - trunk/packages/circos/trunk/debian)

Hi,
I gonna have a lookto this

upstream-metadata.yaml


Regarding README, this not adding information, but rather removing some.

the README talks about installation and others stuff not needed anymore.

I kept in this README only relevant information. Do you think I should
copy content to README.Debian?
