Hi,

after discussing the issue within the FTP Team, we came to the conclusion that
packages using waf in its current, compressed form do not ship all sources in
their prefered form of modification[1].

While the letters of DFSG#2 and the Debian Policy could be fullfilled by
shipping waf in extracted form in the source packages, we would really love
to see the packages moving to a saner build system.

A quick tutorial on how to unpack waf to fulfil our requirements can be

Also, RC bugs have been filed against similar packages in the archive:

[1] Yes, that phrase originates from the GPL, nevertheless Debian uses it as
    definiton of "source".
