My understanding of a team is that there is no point in asking each
other for permission to upload.  Sure, coordination makes sense to avoid
duplication of work or parallel uploads - but permission is given once
the team mailing list address is in the Maintainer field (for sure
taken with a grain of salt - I do not really go for the medical imaging
stuff which is dealt properly by the imaging experts and I know that
there are some "responsibilities" like you for ncbi-tools, Charles for
Emboss).

Sounds very reasonable and is perfectly in line what I'm currently
approaching if I'm touching a package.
