[Debian-med-packaging] Seeking Advice on 2.7G Package Data

Thank you Olivier, Steffen and Charles!
I followed Oliver's original advice to ask the user to download the database, because of its simplicity and non-dependency. The process is
described on the man page. The tool attempts to download the database automatically when used.
Our student has to polish it some more before it is ready for Debian. She has some binary there with no sources, statically linked to
everything... Once this is solved, we will upload.
