[Debian-med-packaging] Fixed a missing dependency to InVesalius Package

Hi,

Thanks to a user, I encountered and fixed a problem in the InVesalius
package. It was a simple thing: python-psutil was missing as
dependency to the package.

As I said, I already fixed the package and added a new entry to the
changelog. My question is: Do I need to open a new ticket and close
this bug in the changelog?
