[Debian-med-packaging] debian/upstream vs. debian/upstream/signing-key.pgp

Dear fellow Maintainers/Developers,

since devscripts 2.14.0 uscan looks for upstream's tarball signing key in
debian/upstream/. I just tried to create this folder for gwyddion, but we
already have a file debian/upstream according to
https://wiki.debian.org/UpstreamMetadata. And mkdir won't let me create both
a file and a directory with the same name... ;-)
How to solve this situation?
