[Debian-med-packaging] debian/upstream vs. debian/upstream/signing-key.pgp

Hello Jan, 

actually, it looks for the file 

  debian/upstream-signing-key.pgp

and since this is a binary file, it needs to be listed in 

  debian/source/include-binaries
