[Debian-med-packaging] Packaging AUGUSTUS

Hi all,

I was surprised to find that there is no package for AUGUSTUS yet, given
its popularity (and idea why?) So I started work on a first package and
I think I am doing some progress (not on git.d.o yet).

Licensing is not completely clear, though. They have contradicting
mentions of GPL3 and Artistic license -- which both are be DFSG
compliant -- but also files without any license headers.
I was going to contact upstream asking for clarification if that's OK
with you.
