[Debian-med-packaging] Bug#800481: dcmtk: versioned -dev package makes transitions too painful

Regarding the libdcmtk-dev as in current SVN:

The
  Provides: libdcmtk-dev
is useless (it's already the package name), instead you should have
  Provides: libdcmtk2-dev
for a smoother transition (i.e. do not require sourceful uploads of all
reverse build-depends right now). Can be removed once all rdepends are
updated to use the unversioned name.

Also you need
  Conflicts+Replaces: libdcmtk4-dev
for a clean upgrade path w.r.t. the package in sid but you probably
shouldn't provide libdcmtk4-dev (assuming that this is not used as a
Build-Depends, yet).

according to the cruft report, these are your reverse b-d:

  - broken Build-Depends:
    aeskulap: libdcmtk2-dev
    amide: libdcmtk2-dev
    ants: libdcmtk2-dev
    dcmtkpp: libdcmtk2-dev
    dicomscope: libdcmtk2-dev
    elastix: libdcmtk2-dev
    ginkgocadx: libdcmtk2-dev
    insighttoolkit4: libdcmtk2-dev
    itksnap: libdcmtk2-dev
    mia: libdcmtk2-dev
    orthanc: libdcmtk2-dev
    plastimatch: libdcmtk2-dev
    vxl: libdcmtk2-dev
