[Debian-med-packaging] Bug#810272: files with the same name installed in / and /usr

The vsearch installs the same binary both in /bin/ and /usr/bin/, 
because it is installed once by dh_auto_install and then manually by 
dh_install.

Fix:
rm debian/vsearch.install
