I'm reviewing the translation of the package description of emboss-lib.
It says:

This package contains the core libraries of the European Molecular

It also contains a eplplot, an EMBOSS, a fork of the plplot library.

In Debian, these libraries are to be considered private.

I don't understand the sentence "In Debian, these libraries are to be
considered private."

First, the "are to be considered": are going to be (in the future)? or
"are being considered" (in this moment)? or "should be considered"?

Second, "private", refers to "privative, non-free"? or to private as
in public/private classes in object oriented programming? or other?
