bcftools needs a versioned dependency on libhts2, since it uses a symbol
that apeared only after the 1.5 release:

mattia at warren ~/pbuilder/result/sid/amd64/foo/usr/bin % readelf -s bcftools|grep hts_log
   188: 0000000000000000     0 FUNC    GLOBAL DEFAULT  UND hts_log

I'm opening this bug, and calling for a manual action instead of a plain
binNMU, since the situation of htlib/pysam/bcftools is underoptimal, and
therefore I recommend adding a versioned build-dependency as well to
make sure to build with an htslib version shipping with a symbols file.
