[Debian-med-packaging] Bug#875839: r-cran-rsqlite depends on r-cran-pkgconfig, not pkg-config; unusable without this dependency

r-cran-rsqlite needs to depend on r-cran-pkgconfig (which doesn't yet
existin Debian) not pkg-config.

This produces errors like:

> conn <- dbConnect(SQLite(),dbname="temp.sqlite")
> dbExistsTable(conn,"faketable")
Error in loadNamespace(name) : there is no package called ‘pkgconfig’
