[Debian-med-packaging] Migrating rdflib from Alioth to Salsa

Hi,

in about two weeks Alioth will be shut down so it is time to migrate
rdflib to Salsa.  I'd offer to do the move since the package is a
predepencency of the Debian Med package python-biopython.  When doing
so I could bump Standards-Version and do some upgrades if you don't
mind.

Just let me know if you want me to do this
