[Debian-med-packaging] Bug#906811: FTBFS: libconfig.h: No such file or directory

The issue can be fixed by

   Build-Depends: libpbdata-dev

which is done in Git[1].  However there is a new upstream version and
I intend to upload this one instead of fixing old code.  Since the
build system has changed there is some additional work to do.
