Another round of debian-med QA ;p

igv depends on packages which were removed in picard-tools.  The binaries built
from picard-tools were made arch:amd64 instead of arch:all, now the igv binaries
probably should be removed on all other architectures, however I cannot find a
ftp removal bug either.
