[Debian-med-packaging] Bug#951280: fixed in ncbi-blast+ 2.9.0-4

A release inbuster-backports would be fine for me.
Whatever it is ok now that I have rebuilt it from source applying the same
change in the debian/rules file. Finally it is working.
