[Debian-med-packaging] Will update nanopolish and new dep on minimap2 this weekend

Hello,

Sascha once packaged https://github.com/lh3/minimap2 which is now
deprecated upstream and Andreas+Michael prepared
https://github.com/lh3/minimap2. That second package lacks the library,
though.

I kind of like having two packages, I must admit, since this eases
transitions and allows older packages to remain functional.

Should someone already be at this, please shout out.
